Justice Edward Muriithi ruled that the President has no constitutional authority to constitute a body to advice on the compensation of victims. The court further stated the mandate belongs to the Kenya National Commission on Human Rights. Giving its decision, the court directed that necessary actions be undertaken within 30 days to conform to the constitution.
