County governments spent 47% of their total expenditure on employee compensation at 220.64 billion shillings, an increase from the 209.84 billion shillings spent inthe 2023/24 financial year. 39 of the Counties spent more than the 35% ceiling on wages and benefits, with only 8 Counties catering for employee compensation. According to the Office of the Controller of Budget, 10.7 billion shillings, which is 5 per cent of the total expenditure set aside for employee compensation, was processed manually and paid outside the government payroll system.
