Civil society groups are warning that devolution risks collapse, faulting state agencies for what they say is normalizing corruption and betraying the promise of the 2010 Constitution. The Kenya Devolution CSOs Working Group is demanding swift prosecution of individuals implicated in graft cases, rollout of mandatory e-procurement processes across the 47 counties, and the urgent passage of the Public Participation Bill of 2025. The group says that without these reforms, Kenyans will continue to be subjected to poor services, despite billions being allocated to counties. Ben Chumba reports.
