Ingawa mataifa mengi yamekumbatia teknolojia ikiwemo utoaji huduma kwa njia ya kielekroniki nchini Kenya na matumizi ya droni kusambaza damu nchini Rwanda, iliibuka kwamba utekelezaji ufaao unahujumiwa na ukosefu wa mfumo wa usimamizi bora wa sekta za afya na uwekezaji duni miongoni mwa masuala mengine.
