The Council of Governors has sustained its onslaught against the national treasury saying monies released for September and October are yet to get to their respective accounts. CoG chair Ahmed Abdullahi says treasury has been delaying funds meant for counties for upto three months, occasioning additional expenditure for the devolved units that resort to overdrafts in order to pay salaries and other utilities
