President William Ruto has poked holes on a circular issued by the controller of budget Margaret Nyakango stopping county governors from issuing bursaries to students on grounds of duplication. The president faulted the directive saying it was out of tune with the needs of the people saying learners from needy families both at the national and county level should be assisted.
