Public participation and involvement in the legislative process and other business of parliament and its committees is espoused in the constitution under Article 118(b). It is against this backdrop that Kenyans and industry players who previously appeared to play a passive role in the budget making departed from tradition, choosing to instead be robustly involved in the process.
