According to the Union Secretary General Seth Panyako, the new insurance scheme is good but its implementation is shrouded in graft. Meanwhile, Health Cabinet Secretary Dr. Deborah Barasa has reiterated no health facility should deny patients services during the continued roll out of the new insurance fund.
