    Kenya is set to fully transition to foster care by 2032, enabling children to be raised in families and communities as opposed to being raised in children's homes and Charitable Children Institutions (CCIs). Foster parents will be recruited to raise children who have been separated from their families for either a short or a long period of time. The services that were being offered to children by Charitable Children Institutions (CCIs) and children's homes will be redirected to those children, but while they are in families and in the community. CCIs and children's homes will not be allowed to raise children as they currently do, as research has found that institutional care is harmful and has dire consequences to the lives of the children, and these consequences follow them even in adulthood.
