The terms ‘ghost workers and bloated workforce’ have been ominously present in governors’ speeches since they took office last year. A HR and staff rationalization committee commissioned by Governor Julius Malombe has unearthed 935 ghost workers in Kitui. They include; 326 permanent and pensionable employees, 23 contractual workers, 56 ECDE teachers and 530 casuals. The Dr. Florence Muinde led-committee recommended salaries and benefits to the employees to be stopped forthwith. Governor Malombe said a ‘fair and just process’ will be used to resolve the matter.
