Wakiwasilisha ilani hiyo ya siku saba, KUPPET imeilaumu serikali kwa kukwepa wajibu wake wa kifedha kwa kuweka gredi ya 9 katika shule za msingi, licha ya upungufu mkubwa wa walimu na miundombinu duni katika shule za sekondari. Vilevile, KUPPET imeeleza wasiwasi wake kuhusu kupandishwa vyeo kwa walimu wa shule za msingi ili wafunze jss ilhali kuna walimu wa shule za sekondari ambao hawana kazi kufatia kukamilika kwa masomo ya kidato cha kwanza.
