President Ruto: 80% of Turkana and 70% of Marsabit and Samburu residents live below the poverty line. If this does not trouble us as leaders, then I wonder what does. If 60 years after independence, 40% of Kenyans are still living below the poverty line, there is something wrong with our development programme and we must change it.
