Drama ensued at Kenya Power's Stima plaza in Nairobi, after the Nairobi City County employees dumped heaps of garbage outside the premises and clamped vehicles in protest over electricity bills. The county and the power utility company are embroiled in a Ksh3 billion dispute. While the county accuses Kenya Power of subjecting it to constant blackouts and refusing to pay wayleave fees, the company insists that all outstanding electricity bills must be paid to avoid the blackouts.
