A survey by Elimu Bora Working group has revealed that parents in public primary and junior Secondary School continue to be burdened by illegal levies charged by learning institutions. The unlawful levies include charges on admission, desks, lockers, books, reams of printing papers, development projects, remedial lessons among others.85.7% of the schools surveyed send learners home if they cannot pay, leading to cases of school drop-outs.
