The ministry of defense is on the spot for failing to pay fines and penalties amounting to over 2.7 Billion shillings awarded by courts to complainants. Defense Principal Secretary Patrick Mariru was at pains to explain to MPs why the ministry was losing millions of shillings through compensation of officers involved in road accidents while using government vehicles with no insurance. On their part the Kenya defence forces want Parliament to review land laws to provide for easy access of land for military training programs.
