A man accused of defrauding a company millions of shillings in a fake government tender has been detained pending a bail ruling. Dickens Onyando Oluoch, is charged with conspiring to defraud Mediquip Global Limited of over 14 million shillings by posing as an employee of the State Department for Regional Development of Arid and Semi-Arid Lands.
